To Reproduce Steps to reproduce the behavior:

1. Deploy Openstack/RHOSO.
2. Do partial minor update tagging latest version.
3. Complete the update some time later.
4. Observe that compute node container/services version is a later version than controlplane.

Expected behavior

• Be able to lock all the environment at exactly same version.

Device Info (please complete the following information):

• RHOSP 17.1
• RHOSO

Bug impact

• Environment with version mismatch is not supported and cause API errors.

Known workaround

• Run another minor update to align the services to the latest version.

Additional context

• It's possible to have another causes to the version mismatch.
