Summary:

Nova libvirt driver) and the Ironic driver will need some minor changes and we will use the Epic to cover both as they are related. 

Goals:

• Determine an appropriate response for cases where the glance encrypted image will not succeed either due to lack of product support or a valid rejection under the glance native encryption support.
• Add support for both Nova and Ironic

Acceptance Criteria:

• Graceful error response to failure cases
