To Reproduce Steps to reproduce the behavior:

1. Deploy RHOSP 17.1.3
2. After some time run another overcloud deploy
3. Confirm that there is now an unexpected mixture of 17.1.4, 17.1.5, and 17.1.13 container images and 17.1.3 rpms running across the overcloud nodes
4. Attempt to create instances which fails with an internal server error

Expected behavior

• Instances create successfully

Bug impact

• Blocking creation of production instances
