Goal: 

• As an operator, I need individual networks to be able to be bound to "networker nodes" to manage efficient transmission and communication of VXLAN related traffic over the network.
  • This take the form of VXLAN VNIs and port tags associated to physical ports.

• Any additional follow-on stories created.
