Fix OSPRH-26025: Shift on Stack cluster operators using old TripleO Keystone auth_url after RHOSP17.1 to RHOSO18 adoption

      Implement the fix for bug OSPRH-26025.

      After adopting from RHOSP17.1 to RHOSO18, Shift on Stack clusters continue to reference the old TripleO Keystone endpoint, which is no longer reachable post-adoption. OpenShift components (image registry, storage/CSI, machine-api) fail to authenticate with Keystone and report timeouts/degraded states.

      This task covers the engineering work to update cluster operators so they use the correct Keystone auth_url after adoption. Epic: OSPRH-1419.
