      Goal:

      Currently, Watcher audits, specifically consolidation oens and workload_stabilization can generate oversized action plans. On large clusters, this results in a high volume of concurrent or sequential migrations that can strain the environment and likely openstack admins may desire to stablish limits in the number of freed nodes or migrated vms. While "Audit Scoping" can limit this, it is a manual and inflexible workaround.

      Note that currently, zone_migration already implements this kind of limitations, so it'd be good to have consistent parameters naming and behaviors among strategies.
