Goal: 

As agreed on neutron upstream meeting [1] better off having tests on NTP since has better neutron control to review/merge, adjust according to neutron testing needs.

Acceptance Criteria:

• Migrate test class `MinBwAllocationPlacementTest` [2] from tempest repo and its dependencies to NTP repo [3].
• Notice CI coverage exists at least upstream (so tests and feature won't break), and preferably downstream too.
