Cause: RHEL 9.6 utilizes podman v5 instead of podman v4
Consequence: Service health metrics are not available on RHEL 9.6 EDPM nodes.

      Expected behavior

      • RHOSO health metrics are available on RHEL 9.6.

      Bug impact

      • Podman 5 shipping with RHEL 9.6 breaks support for podman-exporter. Work needs to be scoped to implement support in the exporter for podman5 to allow an endpoint for telemetry scraping.

      Known workaround

      • Do not utilize RHEL 9.6 if health metrics are required. Remain on RHEL 9.4.
