      To Reproduce Steps to reproduce the behavior:
      I am reporting this issue after we have figured out that at least two OSCP service (Glance and Barbican) will not reconcile if there are certain special characters in relevant passwords (https://issues.redhat.com/browse/OSPRH-26428 and https://issues.redhat.com/browse/OSPRH-26267). Since other services may be affected as well, I am reporting this issue to ask engineering to take a wider look on top of issues for Glance and Barbican.
