Summary:

• Python setuptools removed pkg_resources in v82
• This broke upstream CI jobs due to flake8 import failures

Goal:

• Fix upstream CI issues for affected Octavia repos

TimeBox:

• Hopefully no more than a day or two, but it needs to be fixed ASAP

Deliverables/Outcomes:

• Working CI pipelines

• • Either pin setuptools to an older version
  • Or remove all the references to pkg_resources to fix the import issues
