Goal: 

• Add backports on python-neutron-tempest-tests of some jobs that are currently skipped in component-pipeline but they are not in the downstream code.

The missing skipped tests are:

• test_ports has 2 test methods missing
  • test_port_create_with_trusted_attr_set
  • test_port_set_trusted_attr
• test_quotas has 1 test method missing
  • test_quotas_force_false
• test_routers has 1 test class missing
  • ExternalGWMultihomingRoutersTest
• test_multiple_gws has 1 test class missing
  • NetworkMultipleGWTest
• test_vlan_transparency has 1 test class missing
  • VlanQinqTest

Acceptance Criteria:

All backports are done and tests are skipped but present on the tempest results
