Refine the healthchecks used by ArgoCD

      Summary:
      We currently have at least 2 sets of different healthchecks for ArgoCD - the historical set exposed in the upstream repository, and the new ones created by Sofer.

      Apparently, the latter used with a different Applications layout allows to NOT have any sync-waves. It's also smaller (less healthchecks). Let's compare and see which ones are the more future-proof and better for the overall deployment experience.

      • Compare and list the most correct healthchecks
