      In the whitebox-neutron-tempest-plugin, the `TestMetadataRateLimiting` hardcode the metadata service depending on the OVN support or not.

      When using ML2/OVN, it is always expected to have the "OVN Metadata agent". However, with the introduction of the "OVN Neutron agent", the metadata service can be provided with this agent too.
