Goal: 

To support users who want to use image verification with octavia for 17.1.

Create, test and document a list of commands that can be used to create secrets and set the properties on the glance image and add as known issue text to OSPRH-22568 . Ideally we'd be able to describe how to add them to the RHOSP deployment files to be run whenever the deploy is run.
