Description: The errors in reference guide templates for the generation of those reference guides create errors that are duplicated many times over. Due to this it's hard to get a good measure of OpenStack readiness for DITA migration

Goal: 
Adjust templates that are used for the generation of reference guides to remove vale errors from reference guides.

Acceptance Criteria:

Reference guides have no vale errors when scanned.
