User Story: 

As a CI engineer, I want to revive and merge the pending kpatch-related changes in 
ci-framework and install_yamls, so that kpatch functionality can be properly tested 
during OpenStack updates in uni job if ci team judge it convenient to do so.

Goal: 

Complete the integration of kpatch testing capabilities by merging the draft pull 
requests that enables kpatch activation during updates in the CI pipeline.

Acceptance Criteria:

•  is reviewed, updated if needed, and merged
•  dependency is reviewed, updated if needed, and merged
• Both PRs pass all CI checks and receive approval from the CI team
• Changes are validated to work together as intended for kpatch activation
• Documentation is updated if necessary to reflect the merged changes

Implementation Notes:

• The ci-framework PR has a dependency on the install_yamls draft PR
• Both PRs were created as examples for the ciforge team as referenced in 
  OSPRH-20726
• These changes enable kpatch activation during update processes using ci-framework
