Goal:

RHOSO SR-IOV job dedicated for Neutron hardware wasn't attempted, NFV uses hardware in such alternative manner, deploying according to need SR-IOV setup for 17.1 or 18.

For Neutron team - dedicated hardware used for SR-IOV 17.1 setup already, can be adjusted and tested for RHOSO 18 as well, to handle escalations and testing quickly without borrowing setups from other teams. 

Side note:
Setting as Major/Important since this allows handling high priority customer issues faster.

Acceptance Criteria:

• RHOSO 18 SR-IOV CI job deployed correctly and can be used for Neutron purposes, and on Neutron's hardware.

Open questions:

• Follow up task or something to notice within this task - if should have DPDK support on setup, since mtomaska@redhat.com raised that need as well for similar RHOSO SR-IOV setup.
• Follow up task to do is configure and run `whitebox-neutron-tempest-plugin` tests on such setup (OSPRH-21373).
