Goal: 

• Update FR branching automation to no longer depend on the olive branch as a trigger
• instead we maintain a static list on the https://github.com/openstack-k8s-operators/openstack-k8s-operators-ci repo.

Acceptance Criteria:

• dependency on olive as trigger to create a fr branch in a repo removed
• static list created, which matches the current list of repos
• run in test mode and verify the log to show the repos
