      This task is to implement the 2nd RPC server in compute service which also include DB and Object updates for the new RPC topic. This 2nd RPC server will be used by the compute service to complete the in-progress tasks during graceful shutdown.

      There will be separate task to use this 2nd RPC server which will include the RPC versioning also.
