To Reproduce

Steps to reproduce the behavior:

we now have the ability to creating multiple import streams for downstream builds and can simultaneously have an import from FRx and FRy without the need to have olive.

Expected behavior

• update our automation to create the FR branch to not rely on the olive branch anymore
• instead we add a static list of repos which should receive a FR branch

Additional context

• when done we could delete all olive branches in upstream repos when we got the go from release delivery
• coordinate alignment of olive or deletion of olive with release delivery
