[RHOSP 17.1] unable to set allowed-address on neutron port

      this issue is noticed after upgrading RHOSP 17.1.12
       

      openstack port set --allowed-address ip-address=0.0.0.0/0 edaa596c-b6a6-4d55-8ecd-511c8dc76f79
      BadRequestException: 400: Client Error for url: https://neutron-public-openstack.example.com/v2.0/ports/edaa596c-b6a6-4d55-8ecd-511c8dc76f79, Invalid input for operation: IP addresses '192.168.1.2' already used by the 'network:distributed' port(s) in the same network.

      Looks like regression from https://review.opendev.org/c/openstack/neutron/+/954570

      which is now being fixed with https://review.opendev.org/c/openstack/neutron/+/968646
