This was allowed in 17.1 but got missed in 18.0, this ticket is to track its inclusion in edpm-ansible and ovn-operator https://bugzilla.redhat.com/show_bug.cgi?id=2303550.

Noticed this missed while looking into https://issues.redhat.com/browse/OSPRH-23844(garp-max-timeout-sec option not related to the issue seen in OSPRH-23844)

garp-max-timeout-sec=0(fallback to ovn default) same as done in 17.1

This is useful to avoid flooding for the E/W VLAN tenant traffic.

Also as seen in https://issues.redhat.com/browse/FDP-1392 this also applicable to gateway chassis for router flappings issue
