Goal:
- Implement ability to retrieve Manila API data using Ceilometer Central, convert them to metrics and have them stored in Prometheus.
- [Essential MVP] It is possible to retrieve File Shares (per share-hour) within the chargeback system.
- [Strategic] It is possible to retrieve Share Snapshots (per snapshot-hour) within the chargeback system.
