Goal: 

• Deliver a preliminary outline of the documentation for migrating from ifcg to nmstate

Acceptance Criteria:

• Outline maps general approach: entire chapter? entire modules? or just a set of additions to existing modules? 
• Outline covers all of the basic user steps and related conceptual and reference material as understood by the end of the sprint. 
• Ready for review by SMEs by end of sprint. Reviews might take place in this sprint or the next sprint.
