Determine which db tables can and cannot be transferred from 17.1 to 18.0

      Goal:

      Establish which tables can be transferred safely from 17.1 to 18.0

      Acceptance Criteria:

      Tables taken from a 17.1 deployment, injected into an 18.0 deployment prior to initializing designate, results in a new deployment with the zone, quota, etc. data intact.

      Bonus points if this can be done in a way that works with version of components (operator and designate) that have already been released.
