Goal: 

As a Watcher developer I want to remove the usage of python-novaclient and replace it with openstacksdk, so that Watcher users will have access to the full featureset of Nova. 

Acceptance Criteria:

• the existing Nova functionality used by Watcher is replicated via the openstacksdk
• all testing is passing
