For the adopted cloud where Neutron DHCP agent was running on the controller nodes (OSP-17.1) we need to have procedure to move those agents to the EDPM networker or EDPM compute nodes.

This will require also moving existing neutron networks to be hosted by the new DHCP agents on adopted OSP-18 environment.

This works depends on the greenfield neutron-dhcp-agent deployment (OSP-27538)
