Based on the findings in https://issues.redhat.com/browse/OSP-20761 and https://issues.redhat.com/browse/OSP-24032 we want to proceed with replacing paramiko with libssh2.

DoD:

• a patch replacing paramiko with libssh2 has been proposed
• based on the performance and CI results we decided whether we want to merge the patch (and thus replace paramiko)
• the patch is merged (if we decided to merge it) otherwise abandoned or planned to be merged later (in that case make sure it's tracked in LP)
