      It is written in the prerequisite of cinder adoption (section 4.10), that Barbican adoption should have been done before cinder adoption.
      Customers that hasn't deployed Barbican on RHOSP 17.1 think they have to deploy it for adopting cinder.
      After asking Enginer team, it seems that it is required only if Barbican has been deployed on RHOSP 17.1.
