External data plane baremetal managment of the physical OSP compute nodes. Nodes will need to be provisioned with RHEL 9 before the ansible can be executed to deploy data plane services.

Ideally, we can use the OpenShift integrated instance of Metal3 to provision the nodes. This is still an open question. See spike OSP-19985.

This process will be driven by the openstack-operator with various CRD(s) and controllers.
