      From [1] member_create accepts a list of members. The sync process was not updated and it is failing on syncing members.

      To Reproduce Steps to reproduce the behavior:

      1. Try to run octavia-ovn-db-sync-util to restore an OVN LB including members that had been deleted previously from OVN NB DB. You will see an error on output when trying to sync members.

      Expected behavior

      OVN LB including members is restored on OVN NB DB
