After  https://review.opendev.org/c/openstack/watcher/+/967693  Watcher applier fails   migration actions randomly with ConnectFailure: Remote end closed connection without response error. The migration completes successfully but Watcher incorrectly reports it as failed due to a race condition between Nova's HTTP Keep-Alive timeout (5 seconds) and Watcher's polling interval (5 seconds).
