To Reproduce Steps to reproduce the behavior:

1. Deploy RHOSO with cloudkitty enabled
2. Create some servers in the cluster
3. Enable the openstack rating hashmap module and create a hashmap mapping for rating calculation
4. Do openstack rating summary get and it will always be 0

Expected behavior

• The openstack rating summary get command should bering a summary of all the rating calculations

Bug impact

• The tenant users will not be able to get any rating reports out of CloudKitty

Known workaround

• This only affects tenants, the admin user can still generate reports
