Summary:

During the minor update phases, the ctlplane should reflect the status properly, instead of showing some service in deployment init. We have to validate the ctlplane conditions during the minor update workflow.

Goal:

• What is the correct state of the ctlplane services during the minor update, e,g. during the time when ovn gets updated on the edpm nodes.
