      Goal: 

      • As a RHOSO admin, I want to be able to implement TSO for OVS-DPDK on a pre-existing NFV environment.
      • Currently, the customer-facing NFV doc states
      Enable TSO for DPDK only in the initial deployment of a new RHOSO environment. Enabling this feature in a previously deployed system is not supported.
