Missing memcache certs in Swift storage

      To Reproduce Steps to reproduce the behavior:

      1. Deploy memcache with self-signed certs
      2. Run Swift
      3. Check swiftStorage logs. object-expirer can't use the memcache servers; it fails with 
        object-expirer.log: Error connecting to memcached: memcached-1.memcached.openstack.svc:11212: [SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed: self-signed certificate in certificate chain (_ssl.c:1129) 

      Expected behavior

        • Both 00-object-expirer.conf and internal-client.conf use correct certificates for memcache

      Bug impact

      • object-expirer not working properly.

      Known workaround

      • None
