Stop OpenStack compute node services via EDPM rather than SSH

      In the OVN adoption step, when redirecting compute node ovn-controller services from the old southbound DB to the new podified southbound DB, we use SSH to talk to compute nodes. Since there can be potentially many compute nodes in a deployment, removing the necessity to connect to them via SSH, and do the necessary changes through EDPM would improve user experience. See the epic OSPRH-2301 for broader context.

      note as part of stoping the container we also need to remove the pid files created by tripleo so that we can deploy the green filed packages/containers.

      this is needed to avoid selinux issues as the pid files would not be labelled correctly otherwise.
