Goal: 

As an OpenStack Lightspeed developer, I want to create a PROW job that tests the OpenStack Lightspeed operator against an OpenShift Container Platform (OCP) cluster running version 4.16, so that I can be certain the operator works as expected in this currently supported version, alongside the already tested OCP 4.18.

Acceptance Criteria:

• Verify a new PROW job is created and configured in the openstack-lightspeed/operator repository.
• Verify the new PROW job targets and executes tests against OCP 4.16.

Notes:

• It can be as easy as copy pasting the already existing job [1]. Or one can create a workflows with parameter for the OCP version.
