Goal:

• Add CI jobs which would be run on each MR to the neutron-lib repo in gitlab before MR is actually merged

Acceptance Criteria:

• At least pep8 and unit tests jobs should be run on each MR and approve patches,
• If possible, it would be nice to also run some kind of scenario job,
• Those jobs should be run on MRs made for the RHOSO 18, OSP-17.1 is nice to have
