Goal: 

• Modify keystone-operator to add the ability to use an external Keystone Service located in a different region.
• Refer to SKMO Design Update google doc for specifics on changes to be made.

Acceptance Criteria:

• Patch is created for keystone-operator that implements SKMO Design Update changes to use an external Keystone Service in a different region.
