Goal:

• The resource notifications feature brings resource awareness for Watcher project and would enable implementation of Watcher's future strategies, which are currently not possible to implement
• The goal is work towards approval of this spec or suggesting alternative which would provide the same (or better) level of resource awareness

Acceptance criteria:

• Resource notification design document is approved
• or alternative solution for the problem is at least submitted
