Local run of pre-commit fails with ModuleNotFoundError: No module named 'ansible.parsing.yaml.constructor as the python and ansible versions are incompatible. CI job uses old rhel8 and python3.9 which works. This Jira is meant to bump pre-commit hooks and then change the CI environment to use python3.13 and latest ansible.
