Upstream won't let us merge changes for OCI support without CI.

      Basic issue:

      When we developed OCI URL support, we managed to get the functionality merged without  building CI for it for a number of reasons:

      1) Live demoed it and everyone was like "cool", but now we're changing it which brings risk.

      2) Upstream CI resources were more constrained to the 8GB VM limit in opendev when that work was completed, and Ironic has managed to begin to shift to right sizing VM sizes after some discussion with OpenDev. This means it is more feasible to setup a CI job.

      3) Metal3 folks have already started to work towards having CI of the OCI client functionality, opendev change 961388, but we need to collaborate to enable this to be a tested case on Ironic changes to move OCI URL formatting changes forward.

       

      Goal: put in place CI for OCI client code changes.
