Goal:

As an operator, I'd like work in progress to gracefully complete from Ironic's conductor when credential changes need to be signaled to Ironic, and thus Ironic should on the product branch support SIGUSR2 signaling.
In essence, this is backport of upstream gerrit change I777898f5a14844c9ac9967168f33d55c4f97dfb9
