Real data metrics on devstack jobs are affected by openstack controlplane resources usage when instances are created on the host working as controller and compute.

We need to create and use a new nodeset where the controller only hosts controller services and 2 compute nodes running only compute services

Goal: 

Environment is created with 1 controller and 2 compute nodes

Acceptance Criteria:

Real data tempest test running on the environment are not affected by the controlplane resources usage on the compute node, and the metrics collected from compute only includes instances usage
