[Scalability] Instrument decision-engine for performance observability

      Goal:

      In order to make informed decissions about changes in architecture in Watcher we need to have measures for metrics related to the decision-engine performance, specially:

      • Size of the ClusterModel
      • Time taken since the ongoing audit is created until execution starts
      • Execution time of audits

      Acceptance Criteria:

      • Metrics should be available via notifications. 
      • I should be possible to enable/disable the performance metrics.

      Open questions:

      • Does osprofiler provides what we need or need to create some ad-hoc implementation?
