Goal: 

Introduce a new API parameter to allow deploying a list of cinder-backup services, following the same pattern of cinder-volume deployment.
Each backup service should be configured with its own dedicated backend config.
Deprecate the existing cinderBackup API parameter, but make sure it still work as expected to avoid breaking brownfield deployments.
