Goal: 
We must improve sync-wave, with a finer level to properly create resources and, most importantly, remove them in the correct order, matching the documentation.

Acceptance Criteria:

• sync-waves are updated to delete resources in the appropriate order
• we can remove RHOSO by deleting the argocd applications

Known caveat/limitation
We must manually remove the OpenStackDataPlaneServices resources. After some discussion, it seems the OpenStack operator creates them before the OpenStackDataPlaneNodeSet, and just let them be. We may discuss with the core EDPM team to change that behavior, but since the manual removal is documented, we can rely on an argocd post-deletion hook associated to the dataplane application definition.
