Goal:

• Set the rhos-18.0-trunk-patches branch to Upstream's stable/2025.2 ("Flamingo") branch for openstack-manila
• Update the manila-distgit to support this change
• Allow newer versions of oslo-db and oslo-db-lang packages to be installed to facilitate the database query changes in Manila between Antelope and Flamingo

Acceptance Criteria:

• the rhos-18.0-* branches for manila on gitlab.cee.redhat.com have content from the stable/2025.2 branch from upstream OpenStack
• oslo-db and related package updates should be possible and these packages must be isolated to the Manila component

Open questions:

• Timing; This transition must only be done on a Feature Release; and all non-FR bug fix releases prior to that must still be incremental changes on top of the rhos-18.0 content as it has been supported since GA
