The gates for all three ansible roles for HSMs are failing.  Root cause appears to be a new version of ansible-lint that complains about a lot of things in the roles.  We pinned to an old version to ignore the work needed to get this up to date, but it's finally come around to bite us.

We need to unpin ansible-lint and actually fix all the issues to move forward.
